Last month the California Air Resource Board (CARB) pushed into effect litigation that would require the six largest auto makers to sell over 58,000 plug-in hybrid vehicles along with up to 7,500 "pure zero-emission vehicles”, i.e. fuel cell, hydrogen, and pure electric vehicles. Some 12 other states may adopt the standard.
Our take? Necessity will breed innovation. What is unknown however, is what penalties will be incurred if the numbers are not met.
